This paper, written by a Canadian police veteran with 30 years' experience, discusses the problems that exist in modern police culture and proposes some solutions.
Abstract
The conclusion drawn by the author is that policing is cultist, with members paying more attention to the myth that surrounds the profession of policing than the reality of the police role in society. Conventional policing appeals to people who are drawn to the law enforcement function and pushes away those who may be suited to the broader police vocation of community peacekeeping. The author stresses the need to demystify police culture, to cultivate effective leaders, and to develop a new model of urban policing. 10 references
