AFTER PROVIDING AN OVERVIEW OF THE PHYSICAL AREA AROUND CITY HALL AND THE STRUCTURE OF THE POLICE COMMAND ASSIGNED TO THAT AREA (THE MANHATTEN SOUTH AREA), THE AUTHOR EXAMINES THE STEPS TAKEN IN PLANNING FOR ADEQUATE POLICING OF DEMONSTRATIONS. ONCE NOTIFIED THAT A DEMONSTRATION IS TO OCCUR, THE OPERATIONS OFFICE OF THE MANHATTEN SOUTH AREA BEGINS ITS PLANNING ACTIVITIES, WHICH INVOLVE MEETING WITH LEADERS OF THE GROUP, GATHERING INFORMATION ON THE GROUP AND THE PROBABLE NATURE OF THE DEMONSTRATION, AND CALCULATING THE NUMBER OF MANPOWER NEEDED. REQUESTS FOR SPECIAL PERSONNEL SUCH AS TRAFFIC CONTROL PERSONNEL OR PHOTOGRAPHERS MAY ALSO BE MADE. THE ACTUAL MANPOWER DEPLOYMENT PATTERNS AND COMMAND STRUCTURES UTILIZED AT THE DEMONSTRATION SITE ARE DESCRIBED. FINALLY, THE POLICIES ON LAW ENFORCEMENT PROCEDURES AND ARRESTS USED DURING DEMONSTRATIONS AND THE WRAP UP PROCEDURES AT THE CONCLUSION OF THE DEMONSTRATION ARE OUTLINED.
