Although maritime crime on the high seas and inland waterways increased significantly during the 1970's and early 1980's, crime on Europe's inland waterways showed no such increase.

The author explores law enforcement in terms of criminal investigation, crime prevention, and safety and security education. A partial explanation of the low crime rate is found in the concept of synnomie, which denotes a sharing of norms and systems of intact social controls. (Publisher abstract)
