A policy-oriented research model employing systems rates and rate determinants is described with emphasis on the model's ability to aid juvenile courts in policymaking and planning.
Abstract
The research model uses offender-based transaction data that is available to nearly all courts possessing computerized data collection procedures. The model was developed through a synthesis of literature on the juvenile justice process and criminal justice planning. The model is illustrated by using data from the Maricopa County, Arizona, Family Court that includes 76,150 juvenile court cases involving 17,773 juveniles. Data are analyzed for processing and recidivism rates, offender characteristics, types of offenses, the relationship between crime severity and recidivism, and how the timing of the disposition of cases related to recidivism.
