Intended for use by policymakers and managers of juvenile services in police agencies, this manual suggests police management strategies that can help increase the effectiveness of juvenile services.
Abstract
Focusing on basic issues of resource management, the guidelines are intended for use in law enforcement agencies of all sizes. Individual chapters focus on police productivity, organizational development, juvenile issues, and strategies and techniques to improve productivity in juvenile services. Specific topics include police performance evaluation, program management, case management and followup, the role of rules and procedures in organizational development, operations analyses, juvenile issues assessment, improving the productivity of administration and support services, and juvenile delinquency prevention programs. Recommended actions include appointing a steering committee to conduct a self-assessment of the police agency using the manual's guidelines, establishing a formal policy or program statement on the central role of juvenile law enforcement matters in the workload of the police, and developing a formal response and operational statement for each juvenile law enforcement issue.
