A FORMER STAFF MEMBER OF THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE DESCRIBES THE POLITICAL, ECONOMIC, AND ADMINISTRATIVE DIFFICULTIES WHICH TROUBLED THE INSTITUTE BETWEEN 1969 AND 1970.
Abstract
AMONG THE PROBLEMS DISCUSSED BY THE AUTHOR ARE CONGRESSIONAL PRESSURES ON AVAILABLE FUNDS, CONFLICTS BETWEEN PROFESSIONALS IN THE FIELD AND THE PROGRAM ADMINISTRATORS, POLITICAL PRESSURES ON THE INSTITUTE TO CONFORM TO THE PREVAILING PHILOSOPHIES OF THE EXISTING ADMINISTRATION, AND PROBLEMS IN ALLOCATING FUNDS. DIFFICULTIES CAUSED BY INEXPERIENCED BY AMBITIOUS COMMERCIAL RESEARCH CONCERNS, LACK OF COMPETENT AND AUTHORITATIVE RESEARCHERS, AND LACK OF INPUT FROM RESEARCHERS INTO THE INSTITUTE PLANNING PROCESS ARE EXAMINED AS WELL.
