A SYSTEMS APPROACH TO MODELING POLITICAL VIOLENCE MOVEMENTS (PVM'S) THAT EMPLOYS AN INTERROGATIVE TECHNIQUE IS DESCRIBED.
Abstract
PVM ACTIVITIES REPRESENT A FORM OF LOW-INTENSITY CONFLICT BETWEEN ORGANIZED GROUPS AND OPPOSING AUTHORITIES. POLITICAL TERRORISM IS AN INTEGRAL ASPECT OF THE MODEL, EVEN THOUGH THE BROAD FOCUS IS ON THE PVM CONCEPT. THE INTERROGATIVE TECHNIQUE TO EXAMINE PVM CONFLICT INCLUDES 7 BASIC QUESTIONS AND 29 SPECIFIC FACTORS. BASIC QUESTIONS CONCERN THE GENERAL SITUATION INVOLVING A PVM VIS-A-VIS AUTHORITIES, ACTORS IN A PVM CONFLICT, RELEVANCE OF CONLICT TO THE INTERNATIONAL PVM SYSTEM (ENVIRONMENT AND LINKAGES), REASONS FOR CONFLICT, OPERATIONS OF REBELS AND AUTHORITIES LOCATION OF CONFLICT, AND THE SIGNIFICANCE OF CONFLICT IN TERMS OF OUTCOME. IT IS DEMONSTRATED THAT INQUIRY INTO POLITICAL VIOLENCE CAN BE FACILITATED USING A SYSTEMS APPROACH BASED ON SCIENTIFIC QUESTIONING PROCEDURES. SPECIFIC INTERROGATIVE FACTORS IN THE MODEL ARE NOTED. DYNAMICS OF MODEL OPERATION ARE DESCRIBED, AND A WORKSHEET TO ASSIST IN ORGANIZING DATA AND IN EXTRACTING CONCLUSIONS AND RESEARCH ISSUES IS PROVIDED. THE INTERROGATIVE TECHNIQUE, AS USED IN PVM CONFLICT, IS SUMMARIZED IN AN APPENDIX. NOTES ARE INCLUDED. (DEP)
