FOR THE PURPOSE OF IDENTIFYING TERRORIST ACTIVITY AND MOVEMENTS, TERRORISM IS DEFINED AS 'MOTIVATED VIOLENCE FOR POLITICAL ENDS,' A DEFINITION THAT DISTINGUISHES TERRORISM FROM BOTH VANDALISM AND NONPOLITICAL CRIME. THE EVENTS ASSOCIATED WITH TERRORIST ACTIVITY IN THE COUNTRIES AND AREAS CONSIDERED ARE GROUPED INTO FIVE CATEGORIES FOR DISCUSSION: (1) THE TERRORISTS--THOSE WHO PLAN TERRORIST ACTS, PERFORM THEM, OR ARE MEMBERS OF OPERATIONAL TERRORIST GROUPS; (2) SUPPORTERS OF TERRORISM--THOSE WHO ASSIST TERRORISTS IN A VARIETY OF WAYS WITHOUT DIRECTLY PARTICIPATING IN THE PLANNING OR EXECUTION OF TERRORIST STRIKES; (3) VICTIMS OF TERRORISM--GOVERNMENTS THAT ARE TARGETS OF TERRORIST ACTS AND OFFICIALS OR PRIVATE PERSONS WHO ARE VICTIMIZED BY TERRORISTS; (4) ANTITERRORIST FORCES--GOVERNMENTS AND ORGANIZATIONS THAT PLAN AND IMPLEMENT MEASURES TO COUNTER TERRORIST ACTIVITY; AND (5) RETALIATORY FORCES--BEST EXEMPLIFIED BY ISRAELI MILITARY UNITS THAT ATTACK ALLEGED TERRORIST BASES ABROAD. EVENTS FITTING INTO THESE CATEGORIES ARE RECORDED FOR THE MIDDLE EAST, LATIN AMERICAN COUNTRIES, THE UNITED STATES, AUSTRALIA, AUSTRIA, BANGLADESH, CANADA, CHAD, CONGO, CYPRUS, DJIBOUTI, ETHIOPIA, FRANCE, GREECE, ITALY, JAPAN, THE NETHERLANDS, NORTHERN IRELAND, PAKISTAN, PHILIPPINES, PORTUGAL, RHODESIA, SOUTH AFRICA, NAMBIA, THE SOVIET UNION, SPAIN, SWEDEN, SWITZERLAND, TURKEY, WEST GERMANY, AND YUGOSLAVIA.
