These 15 crime prevention country studies and a President's summary are the result of a delinquency prevention conference held in November 1991 in Paris, France.
Abstract
The country studies evolved from a preliminary conference held in Montreal in 1989. It was at that conference that the attendant North American and European country representatives concluded that urban security and juvenile delinquency could not be deterred by repressive correctional measures alone; a general, juvenile delinquency and urban security prevention policy must be established and carried out, not by the State organizations, but by each municipality individually. World areas reviewed include Brazil and Latin America in general, Canada, Australia, Germany, The Netherlands, Poland, Spain, Belgium, Italy, the United Kingdom, Africa in general, France, Scandinavia, and the United States. The President's conclusion covers the definition of "local" policy, an evaluation of general prevention principals, and conclusions on the five main themes of the conference: the politics of prevention, in general; the politics of juvenile delinquency prevention; drug use and prevention; local responses to recidivism; and the role of the media in prevention and security.
