This report summarizes the movement of offenders in the custody of Massachusetts' Department of Correction (DOC) during 1988 and the trends in population movement between 1983 and 1988.
Abstract
The report includes the movement of criminally sentenced individuals; excluded are moves of persons who were civilly committed or in detention status when admitted to or released from the DOC. Generally, admissions and releases in the analysis are associated with the physical movement of inmates from one institution to another or from the community to a correctional facility. During the period from 1983 to 1988, the correctional population increased from 4,334 to 6,763, and the number of admissions was consistently greater than the number of releases. Three admission categories increased substantially over the 5-year period: court commitments, parole/probation violators, and county inmates transferring to the DOC. During 1988, there were 17,733 admissions and 17,309 releases; a continued pattern of admissions surpassing releases. For 1988, admissions included 2,975 court commitments, 1,229 parole/probation violators, and 590 county transfers. Releases included 1,863 parolees to the street, 1,297 discharges to the street, 644 transfers to county facilities, and 315 expirations of sentence to the street. 17 tables.
