PROGRAM FOR MALE ADULT OFFENDERS AND JUVENILE DELINQUENTS IN SOUTHEASTERN MINNESOTA IS DESIGNED TO BRIDGE THE GAP BETWEEN PROBATION AND INSTITUTIONALIZATION.
Abstract
PORT PROVIDES A LIVE-IN FACILITY FOR REFERRALS FROM THE JUVENILE AND DISTRICT COURTS. ENTRANCE IS VOLUNTARY. TREATMENT IS A COMBINATION OF GROUP TREATMENT AND BEHAVIOR MODIFICATION, AND THE PROGRAM RELIES HEAVILY ON COMMUNITY RESOURCES SUCH AS PUBLIC SCHOOLS AND MENTAL HEALTH CENTERS. THE COMMUNITY HIRES STAFF AND SETS POLICY THROUGH A CORPORATE BOARD OF DIRECTORS. FUNDING IS THROUGH PRIVATE SOURCES. RESULTS OF THE INITIAL STAGES OF PORT INDICATE THAT MIXING OF JUVENILES AND ADULTS IS NOT ONLY PRACTICAL BUT PREFERRED. COLLEGE STUDENTS CAN SATISFACTORILY REPLACE COTTAGE OR CUSTODIAL STAFF. MOST COMMUNITY RESOURCES CAN BE UTILIZED AND NEED NOT BE DUPLICATED IN THE PROGRAM.
