DEVELOPMENT OF AN EVALUATION DESIGN FOR THE PORTLAND IMPACT CITIES PROGRAMS, INCLUDING DESCRIPTIONS OF THE DATA COLLECTION, DATA ANALYSIS, INFORMATION FEEDBACK, AND REPORTING PROCESSES.
Abstract
THE PLAN WAS DEVELOPED TO ASSESS THE PROGRAM'S ATTAINMENT OF CRIME REDUCTION GOALS, MONITOR PROGRESS OF INDIVIDUAL PROJECTS, MEASURE CHANGES IN THE CRIMINAL JUSTICE SYSTEM, AND EVALUATE THE COST EFFECTIVENESS OF IMPACT PROJECTS. IT PROVIDES FOR EVALUATION OF THE PROGRAM IN TERMS OF CRIME REDUCTION GOALS AND PROJECT OBJECTIVES AS WELL AS FOR ESTABLISHING AN IMPACT STATISTICAL AND MANAGEMENT INFORMATION SYSTEM. EVALUATION DESIGNS ARE ALSO DEVELOPED FOR INDIVIDUAL PROJECTS. APPENDIXES CONTAIN COPIES OF THE OREGON LAW ENFORCEMENT COUNCIL (LEC) EVALUATION UNIT WORK PLAN AND THE LEC EVALUATION UNIT BUDGET SUMMARY. FOR THE REVISED IMPACT EVALUATION PLAN, SEE NCJ-36614.
