THIS IS AN EVALUATION OF A COMMUNITY-BASED PROGRAM DESIGNED FOR INTENSIVE PROBATION SUPERVISION AND COUNSELING TO JUVENILES BETWEEN AGES 10 TO 17.
Abstract
IN ADDITION TO AGE REQUIREMENTS, THE PROJECT ALSO RESTRICTED ITS SERVICES TO YOUTH CONVICTED OF BURGLARY, ASSAULT, ROBBERY, AND RAPE, AND WHO LIVE IN DESIGNATED 'HIGH CRIME AREAS' OF PORTLAND. CLIENTS MUST ALSO HAVE BEEN ADJUDICATED OR INFORMALLY DETERMINED ELIGIBLE FOR SUPERVISION IN THE COMMUNITY BY THE MULTNOMAH COUNTY JUVENILE COURT. THE PROJECT ATTEMPTS TO PROVIDE INTENSIVE SERVICES TO CLIENTS BY KEEPING CASELOAD SIZE AT 20 CASES PER COUNSELOR, CONTRACTING AS NEEDED FOR PROFESSIONAL TREATMENT SERVICES, AND BY FREQUENTLY CONTACTING CLIENTS, PARENTS, AND COMMUNITY AGENCIES. EVALUATION WAS MADE BY SAMPLING CASEMANAGER CASES FROM HIS/HER CASELOAD AT THREE TO FOUR DIFFERENT TIME PERIODS DURING THE PROJECT. INTERVIEWS WERE CONDUCTED WITH CASEMANAGERS REGARDING THE CLIENTS, THE CLIENT'S PROBLEMS, THE DEGREE OF CONTACT, AND THE TYPES OF SERVICES RENDERED. IT IS NOTED THAT THE PROJECT IS STILL IN PROGRESS AND A FINAL EVALUATION WILL NOT BE COMPLETED FOR ANOTHER 18 MONTHS. PRELIMINARY FINDINGS, HOWEVER, INDICATE THAT ALTHOUGH PROJECT CLIENTS COMMIT FEWER OFFENSES THAN COURT CLIENTS DURING SERVICE, THESE DIFFERENCES ARE NOT STATISTICALLY SIGNIFICANT....RCB
