FINAL REPORT ON THE POLICE HIGH IMPACT PROGRAM WHICH WAS AIMED AT THE PREVENTION AND DETECTION OF AND THE POLICE RESPONSE TO BURGLARY AND STRANGER-TO-STRANGER STREET CRIME.
Abstract
IN ORDER TO ACHIEVE PROJECT GOALS, STRIKE FORCES OF SPECIALLY TRAINED, EXPERIENCED POLICE OFFICERS COORDINATED THEIR MOVEMENTS WITH THE CRIME ANALYSIS UNIT TO ATTACK EACH CRIME SEPARATELY. PROJECT EVALUATION MEASURES INCLUDED THE COMPARISON OF BEFORE AND DURING CRIME RATES, BUT NO EVALUATION WAS MADE AT THE CONCLUSION. THE PROJECT RESULTS SHOW THAT ALTHOUGH CERTAIN IMPACT CRIMES DID DECREASE IN PORTLAND, THE OVERALL CRIME REDUCTION HOPED FOR BY LEAA WAS NOT REALIZED.
