THE INTEGRATED CRIMINAL APPREHENSION PROGRAM (ICAP) OF PORTSMOUTH, VA., AND ITS CONCENTRATED EFFORT TO PREVENT MAJOR OFFENSES BY IMPROVING MANAGEMENT IS EVALUATED.
Abstract
A SURVEY OF AN UNSPECIFIED NUMBER OF ICAP PERSONNEL REVEALED THAT ICAP IS HELD IN HIGH ESTEEM, AND A CITIZEN SATISFACTION SURVEY LIKEWISE INDICATED THAT MOST CITIZENS WERE SATISFIED WITH THE OVERALL PERFORMANCE OF THE POLICE. THE PERFORMANCE GOALS OF THE ICAP PROGRAM FELL INTO FIVE CATEGORIES: (1) TIME MANAGEMENT, (2) PERSONNEL DEVELOPMENT, (3) ANALYSIS AND INTELLIGENCE CAPABILITIES, (4) INVESTIGATIVE UPGRADING, AND (5) DIRECTED PATROL. TO MEET ITS GOAL OF MORE EFFECTIVE TIME MANGEMENT, ICAP IMPLEMENTED A TELEPHONE REPORTING CENTER, A PATROL AIDE PROGRAM, A TEAM OF OUTSIDE CONSULTANTS, AND A PATROL TASK FORCE. THE RESULT WAS A SIGNIFICANT INCREASE OF MANPOWER. IN THE AREA OF PERSONNEL DEVELOPMENT, A TRAVEL PROGRAM TO INCREASE AWARENESS, OFFICER TRAINING PROGRAMS, AND A ROLL CALL TRAINING PROGRAM WERE INSTITUTED. RECEPTION TO THESE PROGRAMS HAS BEEN POSITIVE. TO MEET THE GOAL OF IMPROVED ANALYSIS AND INTELLIGENCE CAPABILITIES, A CRIME ANALYSIS UNIT WAS IMPLEMENTED AND AN INTELLIGENCE COORDINATOR WAS DESIGNATED TO COLLECT AND DISSEMINATE INFORMATION ON THE CAREER CRIMINAL. A RESOURCE CENTER WAS ALSO DEVELOPED. ONLY THE CRIME ANALYSIS UNIT WAS FOUND TO BE SUCCESSFUL. IN THE AREA OF INVESTIGATIVE UPGRADING, AN INTAKE AND CASE SCREENING SYSTEM WAS INTEGRATED INTO THE CRIME ANALYSIS UNIT AND THE ROLE OF PATROL OFFICERS WAS EXPANDED BY PURCHASING A FINGERPRINT KIT AND SMALL INEXPENSIVE CAMERAS. THE GOAL OF DIRECTED PATROL WAS ACHIEVED, ALTHOUGH THE CRIME PREVENTION ACTIVITIES DID NOT PROVE TO BE AS SUCCESSFUL AS THE DIRECTED PATROL WITH ITS DEVELOPMENT OF CRIME ANALYSIS INFORMATION.
