THIS REPORT SUMMARIZES A GROUP DISCUSSION AMONG PANELISTS WHO PRESENTED PAPERS ON INTERNATIONAL COOPERATION IN DEALING WITH TERRORISM AT AN INTERNATIONAL SEMINAR ON RESEARCH STRATEGIES FOR THE STUDY OF TERRORISM.
Abstract
THE GROUP FIRST AGREED THAT USE OF MILITARY FORCE TO DEAL WITH TERRORISM WAS A VIABLE ALTERNATIVE AND WAS ARGUABLY PERMITTED BY CURRENT INTERNATIONAL LAW. A MULTILATERAL MILITARY FORCE FOR SUCH OPERATIONS AS RESCUING HOSTAGES COULD BE OF MOST HELP TO WEAK COUNTRIES. INTERNATIONAL COOPERATION USING TREATIES CANNOT ACHIEVE MORE THAN THE UNDERLYING DOMESTIC LAW, HOWEVER, AND MAY CREATE AS WELL AS SOLVE TERRORISM PROBLEMS. SOCIOLOGISTS SHOULD STUDY THE IMPACTS OF TREATIES ON SOCIETAL LIFE AND UNITED NATIONS DEBATES AS A POSSIBLE REFLECTION OF WORLD OPINION AND SOURCE OF CUSTOMARY LAW. OTHER AREAS NEEDING STUDY ARE INTERSTATE LIABILITY REGARDING TERRORISM AND THE MOTIVATION, INTENTIONS, AND TACTICS OF TERRORISTS THEMSELVES. A QUESTION OF PARTICULAR INTEREST IS WHETHER ELIMINATING CAUSES FOR TERRORISM WILL CAUSE TERRORISTS TO SHIFT THEIR FORUMS OR TO CHANGE TO LEGITIMATE ACTIVITES. BASIC INFORMATION SHOULD BE COLLECTED AND EXCHANGED AMONG RESEARCHERS AND NATIONS. THE SYSTEM USED BY THE INTERNATIONAL ASSOCIATION OF BOMB TECHNICIANS AND INVESTIGATORS COULD SERVE AS A MODEL FOR THIS EXCHANGE PROCESS. THE POSSIBILITY OF DEALING WITH TERRORISM BY REDUCING VICTIM AND AUDIENCE FEAR SHOULD ALSO BE EXPLORED.
