These guidelines were developed in order to assist California law enforcement agencies in the certification and presentation of training courses that meet the requirements of the California Commission on Peace Officer Standards and Training (POST).
Abstract
The course certification process includes the evaluation of specific factors that justify the need for and quality of each proposed training course. All of the factors that should be addressed in any proposed certification request to POST are listed. General guidelines for POST course certification are then presented. They address POST policy and a general management philosophy for the expenditure of the Peace Officer Training Fund related to course certification. The seven forms used in requesting course certification are then described, followed by an outline of the sequence of steps involved in the certification process. Procedures are divided into those to be completed prior to certification and those to be followed once a course is certified. Guidelines for what to do prior to the course presentation address the course announcement and the course hourly distribution schedule. Guidelines that cover activities after the course presentation pertain to the course roster, course evaluation instrument, the corrections form, and training reimbursement requests. The guidelines conclude with a description of the course-certification-request checklist, which ensures that all forms are attached and that all procedures were followed prior the submission of the certification request package. Eleven attachments contain specific instructions, guidelines, forms, instruments, and sample hourly distribution schedules.
