This report presents the outcome of a symposium convened to report on progress since the first symposium on the training of California law enforcement officers in the use of force, cultural awareness, and supervisory accountability.
Abstract
Symposium participants expressed confidence in the direction taken by the California Commission on Peace Officer Standards and Training (POST) in developing or improving courses for supervisors and field training officers. Specifically, they commended the courses on "managing fear." Participants recommended that POST increase experiential training, particularly for cultural awareness courses. They also recommended continuation of a study of the benefits and feasibility of merging the academy program with the field training program. The symposium, which was held on September 15-17, 1992, was attended by just over 100 participants who represented various positions in law enforcement, community-based organizations, law enforcement labor groups, and assorted private-sector professional organizations. Two keynote speakers complemented presentations by POST staff, breakout groups, and feedback during plenary sessions. Proceedings are described for each of the 3 days of the symposium. Appendixes present group discussion papers, summaries of plenary sessions, and lists of symposium participants and group members.
