AFTER ANALYZING VARIOUS DEFINITIONS OF POWER, THE AUTHORS FOCUS ON THE HUMAN FACTOR AND ON THE CONCERNS AND DILEMMAS OF LAW ENFORCEMENT OFFICERS WHO MUST SOMETIMES USE OTHERS AS A MEANS TO PRESUMABLY GREATER ENDS. THE LATTER HALF OF THE TEXT DEALS WITH APPLIED PRINCIPLES OF POWER AND DISCUSSES THE HISTORICAL AND PHILOSOPHICAL DEVELOPMENT OF ADMINISTRATION AS WELL AS THE PSYCHOLOGY OF POLICE ORGANIZATION.
