Abstract
THIS STUDY REPRESENTS ONE PART OF THE AUTHOR'S MORE COMPREHENSIVE INVESTIGATION OF POLICE UNIONISM IN THE US. IT TRACES THE GRADUAL PROCESS BY WHICH THE ORGANIZATION ATTEMPTED TO ENHANCE ITS INFLUENCE IN THE CITY AND ILLUSTRATES TENSIONS THAT LED TO THE STRIKE OF MUNICIPAL EMPLOYEES IN 1974.
