AFTER DESCRIBING THE EMERGENCY PROCEDURES UNDERTAKEN IN THE 1965 NEW YORK CITY POWER FAILURE, THE AUTHOR DETAILS THE 1975 EMERGENCY CAPABILITIES AND ESTABLISHED EMERGENCY PROCEDURES OF THE NEW YORK CITY POLICE.
Abstract
THE 1965 POWER FAILURE POINTED UP THE NEED FOR MANY IMPROVEMENTS IN POLICE FACILITIES AND EMERGENCY PROCEDURES. SOME OF THE IMPROVEMENTS IMPLEMENTED BY 1975 INCLUDE THE ESTABLISHMENT OF A HOTLINE TELEPHONE SYSTEM LINKING THE UTILITY COMPANY AND POLICE HEADQUARTERS, INSTALLATION OF EMERGENCY GENERATORS IN MORE THAN HALF OF THE CITY'S STATION HOUSES, CENTRALIZATION OF THE COMMUNICATIONS SYSTEM, AND INCREASED USE OF PORTABLE RADIOS. THE NEW YORK CITY POWER EMERGENCY PLAN INVOLVING SUCH ELEMENTS AS MANPOWER, MOBILE AND READY RESERVE FORCES, TRAFFIC CONTROL, PROTECTION OF VULNERABLE LOOTING LOCATIONS, AND AUXILIARY EQUIPMENT IS DISCUSSED. AN EMERGENCY CONTROL BOARD, DESIGNED TO COORDINATE ALL EMERGENCY PROCEDURES HAS ALSO BEEN ESTABLISHED, AND ITS FUNCTIONS ARE DESCRIBED.
