SEMINARS TO FAMILIARIZE CRIMINAL JUSTICE PERSONNEL WITH SOLUTIONS TO THE MISUSE AND OVERLOADING OF THE JUSTICE SYSTEM THROUGH DIVERSION OF DRUG OFFENDERS.
Abstract
THE SYSTEM PROPOSED IS A METHOD OF DIVERSION AFTER ARREST BUT PRIOR TO THE COST OF THE FULL LEGAL MACHINERY BEING EXPENDED. IT IS ANTICIPATED THAT THIS SYSTEM WOULD HAVE THE FOLLOWING ADVANTAGES - LESS COST TO THE PUBLIC, HIGHER MOTIVATION FOR THE OFFENDER, RELIEF OF OVERCROWDED COURT DOCKETS, POSITIVE EFFECTS ON THE DRUG-DEMAND NETWORK, ACCEPTANCE BY THE LAW ENFORCEMENT COMMUNITY, CHANGES IN LEGISLATION, AND SYSTEMATIC CONTROL. EACH OF THESE SPECIFIC OBJECTIVES IS TREATED SEPARATELY TO DEMONSTRATE HOW A PRE-INDICTMENT DIVERSION PROGRAM COULD HELP ACCOMPLISH EACH ONE. ONE SEMINAR IS TO BE CONDUCTED IN EACH STATE, AND EACH IS DESIGNED TO ACCOMODATE FIFTY-FIVE PARTICIPANTS. THE STATE-BY-STATE APPROACH IS DUE TO THE WIDE VARIANCES IN THE DRUG LAWS OF DIFFERENT STATES.
