THE OPERATION OF THIS FEDERAL PROJECT FOR THE BENEFIT OF YOUTHFUL OFFENDERS ABOUT TO BE RELEASED INTO THE COMMUNITY IS DESCRIBED.
Abstract
FOLLOWING CONGRESSIONAL APPROVAL OF A DEMONSTRATION PRERELEASE PROGRAM FOR YOUTHFUL OFFENDERS COMMITTED UNDER THE FEDERAL JUVENILE DELINQUENCY AND THE YOUTH CORRECTIONS ACT, THREE PRE-RELEASE GUIDANCE CENTERS WERE OPENED IN 1961 IN CHICAGO, ILL., NEW YORK CITY, AND LOS ANGELES, CALIF. EACH OF THE 3 CENTERS IS DESIGNED TO ACCOMMODATE A MAXIMUM OF 25 OFFENDERS. THEY REMAIN IN THE CENTER FOR A PERIOD OF 3 TO 4 MONTHS PRIOR TO THE BEGINNING OF PAROLE. RESIDENTS MUST HAVE APPROVED RELEASE PLANS TO RESIDE IN THE AREA WHERE THE CENTER IS LOCATED. THE GUIDANCE CENTER PROGRAM CONSISTS OF THE FOLLOWING MAJOR COMPONENTS: EMPLOYMENT -- A FULL-TIME EMPLOYMENT SPECIALIST WORKS WITH RESIDENTS TO ASSIST THEM IN LOCATING A JOB COMMENSURATE WITH THEIR ABILITIES, INTERESTS, AND TRAINING; COUNSELING -- EACH CENTER HAS A FULL-TIME CASEWORKER RESPONSIBLE FOR THE DEVELOPMENT AND IMPLEMENTATION OF AN INTENSIVE INDIVIDUAL AND GROUP COUNSELING PROGRAM DESIGNED TO HELP RESIDENTS DEAL WITH ADJUSTMENT PROBLEMS; AND LEISURE TIME ACTIVITIES -- EACH RESIDENT IS INTRODUCED TO RECREATIONAL AND CULTURAL, AND EDUCATIONAL ACTIVITIES, ALONG WITH RELIGIOUS PROGRAMS. WHILE IT IS CONSIDERED TOO EARLY TO EVALUATE THE PROJECT AT THE TIME OF WRITING, INITIAL RESULTS ARE CONSIDERED TO EXCEED EXPECTATIONS. (RCB)
