ASSESSMENT OF THE DEGREE TO WHICH THE PROGRAMS AFFECTED PARTICIPANT RECIDIVISM AND EMPLOYMENT.
Abstract
UNDER THIS MANPOWER APPROACH TO THE REHABILITATION OF ACCUSED OFFENDERS, SELECTED MISDEMEANOR AND FELONY DEFENDANTS, AT THEIR FIRST COURT APPEARANCE, ARE OFFERED DEFERRED ADJUDICATION SUPPLEMENTED BY INTENSIVE COUNSELING, JOB DEVELOPMENT AND PLACEMENT, EDUCATION AND SUPPORTIVE SERVICES. FOLLOWING A PERIOD OF SUCCESSFUL PROGRAM PARTICIPATION, THE COURT, ON THE RECOMMENDATION OF PROJECT STAFF, CONSIDERS A MOTION FOR THE DISMISSAL OF PENDING CHARGES. THE NINE PROJECTS EVALUATED IN THIS REPORT ARE AS FOLLOWS: THE ATLANTA PRE-TRIAL INTERVENTION PROJECT; THE BALTIMORE PRE-TRIAL INTERVENTION PROJECT; THE BOSTON COURT RESOURCE PROJECT; OPERATION DE NOVO, IN MINNEAPOLIS; THE CLEVELAND OFFENDER REHABILITATION PROJECT, PROJECT DETOUR, IN SAN ANTONIO; AND THREE DIFFERENT PROGRAMS OF PROJECT INTERCEPT IN SANTA CLARA COUNTY, SOUTH ALAMEDA COUNTY, AND SONOMA/SOLANO COUNTIES IN CALIFORNIA. A COMMON DATA COLLECTION SYSTEM, INCLUDING FIVE PARTICIPANT-RELATED FORMS, WAS INSTITUTED AT EACH OF THE NINE PROJECTS. A CONTROL GROUP OF FIFTY SIMILAR OFFENDERS WAS SELECTED AND FOLLOWED AT EACH SITE, AND THERE WERE TWO ON-SITE VISITS TO EACH PROJECT. THIS REPORT DESCRIBES ALL MAJOR PROGRAM PROCEDURES AND SERVICES, INCLUDING SCREENING AND ENTRY PROCEDURES, EMPLOYMENT, TRAINING AND COUNSELING SERVICES, AND TERMINATION DECISIONS. IN ADDITION, THE OUTCOME MEASURES, THE WAY THEY WERE ANALYZED, AND THE RESULTS ARE DISCUSSED IN DETAIL. ISSUES TO BE CONSIDERED IN FUTURE IMPLEMENTATION EFFORTS ARE HIGHLIGHTED, INCLUDING CHANGES IN THE CRITERIA FOR ELIGIBILITY AND TERMINATION, AND EXPERIMENTATION WITH ALTERNATIVE SERVICE DELIVERY STRATEGIES.
