INTERIM ASSESSMENT OF THE IMPACT OF DIVERSIONARY TECHNIQUES IN REDUCING RECIDIVISM AND INCREASING EMPLOYMENT IN FOUR COURT DIVERSION PROGRAMS.
Abstract
THE MANPOWER ADMINISTRATION'S PRE-TRIAL INTERVENTION PROGRAM CONSISTS OF SEVEN PROJECTS CONDUCTED IN ATLANTA, BALTIMORE, BOSTON, THE CALIFORNIA BAY AREA, CLEVELAND, MINNEAPOLIS, AND SAN ANTONIO. THIS REPORT IS BASED ON DATA COLLECTED FROM THE LATTER FOUR PROJECTS. THE REPORT EXPLORES RELATIONSHIPS AMONG VARIABLES THAT MAY BE APPROPRIATE TO A FINAL EVALUATION. THE ELEMENTS OF THE PROGRAM INVESTIGATED INCLUDE THE ESTABLISHMENT OF APPROPRIATE REFERRAL ARRANGEMENTS, SPECIFICATION OF ELIGIBILITY REQUIREMENTS, AND SUBMISSION OF RECOMMENDATIONS TO THE COURT FOR DISMISSAL OF CHARGES PENDING. THE FINDINGS SHOW THAT A HIGH DEGREE OF COURT COOPERATION IS REQUIRED FOR A HIGH RATE OF SUCCESSFUL RECOMMENDATIONS AND DISMISSALS BY THE PROGRAM. A MAJOR PROBLEM IS SHOWN TO BE A LACK OF OFFICIAL CONFIDENCE IN THE PROGRAM AS A DIVERSION ALTERNATIVE.
