SEVERE SHORTAGES OF ENERGY IN SOME AREAS OF THE UNITED STATES WILL CAUSE INCREASES IN THE NATURE, PATTERNS AND EXTENT OF CERTAIN TYPES OF CRIMES.
Abstract
THIS REPORT HAS BEEN PREPARED TO SERVE AS AN INTRODUCTION TO THE SUBJECT, AND IT INCLUDES IDENTIFICATION OF THOSE TYPES OF CRIMES WHOSE RATES MAY BE LOGICALLY ANTICIPATED TO INCREASE AS AN OUTGROWTH OF THE ENERGY SHORTAGE. SINCE ONE OF THE MAJOR AREAS OF EXPECTED INCREASE IS ECONOMIC CRIMES, THE REPORT BRIEFLY REVIEWS SOME OF THE RELEVANT WORLD WAR II RATIONING AND PRICE CONTROL EXPERIENCES. ONLY A FEW TENTATIVE RECOMMENDATIONS THAT MIGHT BE IMMEDIATELY APPLIED BY STATE AND LOCAL LAW ENFORCEMENT AGENCIES ARE PRESENTED. THESE SUGGESTIONS ARE - (1) PROCEDURES THAT MAY BE FOLLOWED TO ALLEVIATE PROBLEMS ASSOCIATED WITH LONG LINES AT GASOLINE FILLING STATIONS, AND (2) STEPS THAT SHOULD BE TAKEN BY LAW ENFORCEMENT AGENCIES SO THAT THEY WILL BE ABLE TO EFFECTIVELY COMBAT NEW ECONOMIC CRIMES ARISING FROM THE GASOLINE SHORTAGE.
