OVERVIEW OF THE MECHANICS AND LAW ENFORCEMENT CONSIDERATIONS INVOLVED IN SYSTEMATIC LOSS OR REDUCTION OF URBAN ELECTRICAL POWER.
Abstract
THE STEPS THAT ELECTRIC UTILITY COMPANIES TAKE WHEN THEY ARE UNABLE TO MEET THE DEMAND BEGIN WITH A REDUCTION OF VOLTAGE AND A REQUEST FOR ELECTRIC POWER CONSERVATION, AND PROGRESS TO AN IMPOSITION OF RESTRICTIONS AND A DISCONNECTION OF CIRCUITS ON A ROTATING BASIS. IF ALL ELECTRIC POWER TO A PARTICULAR AREA IS DROPPED FOR A PERIOD OF TWO TO FOUR HOURS, PROBLEMS RELATING TO TRAFFIC AND STREET LIGHTS, EMERGENCY SERVICES, COMMUNICATIONS, AND BURGLAR AND HOLDUP ALARMS WILL OCCUR. RECOMMENDED MEASURES INCLUDE THE DEVELOPMENT, IMPLEMENTATION, AND TESTING OF AN EMERGENCY PLAN DEALING WITH POWER SHORTAGES AT LOCAL POLICE STATIONS. STRATEGIES FOR A PLANNED POWER FAILURE (ROLLING BLACKOUT), AND WORK WITH OTHER MEMBERS OF LOCAL GOVERNMENT SHOULD BE PURSUED. (AUTHOR ABSTRACT MODIFIED)
