The research design for assessing the impact of Federal Prison Industries (UNICOR) employment and of other vocational training programs on post-release employability is discussed.

Abstract

The evaluation was initiated in a pilot phase in July 1983 at four institutions and fully implemented system-wide in 1984. The data obtained allows for comparisons of individuals with and without UNICOR work experience, comparisons of those completing specially funded programs like UNICOR with those completing general vocational and apprenticeship programs, and a comparison of individuals involved in any of these programs with individuals who chose not to be involved in any job training programs. The research design required identification of and acquiring post-release outcome measures on some individuals who had not engaged in vocational training within Federal Bureau of Prisons facilities. The data to be collected are presented in five tables. Table one presents the differences between study and control reservoir on pre-incarceration history variables with estimation of missing values. Table two presents the differences between study and matched control groups on pre-incarceration history variables with estimation of missing values. Table three shows paired t-test of study group and matched control group. Occupational changes in the study group and in the comparison group are presented in table four and pre-incarceration job by CTC job are seen in table five. 5 tables and 3 references
