Abstract

The OARRS is administered by the state's Pharmacy Board. The PDMP email address is provided, along with website addresses for the home page, enrollment, queries, data upload, and statistics. Contact information is provided for the OARRS Director. Statistics for 2017 cover the state population (11,694,664), DEA registered prescribers (57,182), and DEA registered dispensers (2,478). OARRS available reports are listed. Funding sources for the OARRS in 2018 were licensing fees, a Harold Rogers grant, a CDC grant, and the 21st Century Cures. Staff numbers for 2018 cover the following job categories: operational (4), technical (0), analytical (1), and "other" (0). Key dates for the OARRS pertain to enabling legislation (May 2005), becoming operational (July 2006), initial user access (October 2006), on-line access (October 2006), and electronic reporting (July 2006). Source information is provided for statutes and rules relevant to OARRS policies and procedures. Reporting frequency for the prescribing of monitored drugs is 1 day. Monitored drugs are controlled substances in schedules II, III, IV, and V. Data are also required for naloxone administration, marijuana, opioid-related drug overdoses or deaths, and drug manufacturers or distributors data. The OARRS also has authority to monitor other substances. OARRS miscellaneous capabilities and policies are listed. PDMP enrollment and use are required for prescribers and dispensers. Law enforcement agencies' querying of patient drug-use data requires that the patient be under an active investigation. Training in the use of OARRS is neither required nor available. OARRS technological capabilities are reported, along with types of reports authorized for production by requestor type.
