Abstract

The acronym for South Carolina’s PDMP is SCRIPTS. It is administered by the South Carolina Department of Health and Environmental Control. The email address is provided, along with URLs for the main website and related websites for enrollment, query, and data upload. Contact information is provided for the Program Coordinator. In 2020, the state population was 5,124,712, and there were 26,370 DEA-registered prescribers and 1,110 DEA- registered dispensers. Twelve types of PDMP reports are listed. Funding sources are controlled substance registration fees and a CDC grant. The 2021 budget amount is not provided. Three staff members perform operational tasks, and one staff member performs analytical/epidemiological tasks. Key dates in the establishment and development of the PDMP are provided, and information is provided to access state statutes and rules on the establishment and development of the PDMP. Eight miscellaneous capabilities and policies of the PDMP are reported. A data retention policy depends on the length of the data vendor contract. Training on the PDMP is available for prescribers, dispensers, law enforcement personnel, the Regulatory Board, and the Attorney General. Training is required for prescribers and dispensers prior to PDMP use. Information required for PDMP accounts is provided. Law enforcement agency access to patient information requires an active investigation. Criteria are outlined for a PDMP query. Prescribers and dispensers are not required to enroll with the PDMP, but prescribers are required to use the PDMP. Veterinarian requirements are provided for using the PDMP. Data are monitored on drugs listed in Schedules II-IV and for naloxone/narcan administrations. Technological capabilities of the PDMP are listed, and a chart shows requestors and reports authorized for production by the PDMP.
