POLICE MANAGEMENT PROCEDURES FOR TECHNICAL AIDS TO FACILITATE PLANNING ACTIVITIES IN WEST GERMANY ARE DISCUSSED.
Abstract
TECHNICAL POLICE MATTERS ARE UNDER THE SUPERVISION OF THE TECHNICAL COMMISSION, A SUBCOMMITTEE OF THE WORK GROUP FOR PUBLIC SAFETY AND ORDER WHICH IS ONE OF THE FIVE MAJOR POLICE WORK GROUPS OF THE FEDERAL GOVERNMENT. THE DUTIES OF THE RESEARCH AND DEVELOPMENT OFFICE FOR POLICE MANAGEMENT ACADEMY HAVE BEEN EXPANDED TO INCLUDE INFORMATION AND APPLICATION OF THIS INFORMATION AS WELL AS ADVICE ON SUCH SPECIALIZED PROBLEMS AS NUCLEAR POWER PLANT MONITORING AND IDENTITY CHECKS OF INDIVIDUALS; THE ACTUAL COURSE OF STUDY AT THE ACADEMY ENCOMPASSES TRANSPORTATION TECHNOLOGY, LONG DISTANCE COMMUNICATIONS, COMPUTERS AND MATHEMATICAL EXPERTISE, WEAPONS, AND SECURITY. ESTABLISHMENT OF DEMANDS FOR POLICE TACTICS REQUIRES CLARIFICATION OF THE PROBLEM SITUATION AND THE SEARCH FOR SOLUTIONS. IF TACTICAL DEMANDS ARE DEEMED VIABLE, SOLUTIONS ARE IMPLEMENTED THROUGH THE INSTITUTION OF TECHNICAL GUIDELINES, GRANTING A CONTRACT FOR DEVELOPMENT TO A PRIVATE COMPANY, PREPARATION OF SPECIFICATIONS TO ASSURE UNIFORMITY THROUGHOUT THE COUNTRY, AND GRANTING A CONTRACT FOR RESEARCH. THE MODEL OR SYSTEM OF A FIRM MAY BE SELECTED WITHOUT THE ABOVE STEPS, BUT THIS PROCEDURE SHOULD BE THE EXCEPTION BECAUSE IT ELIMINATES COMPETITION. THE TECHNICAL COMMISSION AND THE WORK GROUP MAKE THE FINAL DECISION WHETHER TO PROCEED. ALTHOUGH THIS WORK PROCEDURE SEEMS COMPLICATED AND TIME-CONSUMING, CAREFUL PLANNING INCREASES THE LIKELIHOOD OF SUCCESSFUL DECISIONS. --IN GERMAN (KMD)
