PROPOSED PROJECT FOR THE IDENTIFICATION AND TREATMENT OF THE PROBLEM DRINKER CHARGED WITH AN INDICTABLE MISDEMEANOR OR A FELONY IN POLK COUNTY, IOWA.
Abstract
THE PROJECT PROPOSAL WAS SUBMITTED IN LIGHT OF THE POLK COUNTY DEPARTMENT OF COURT SERVICES' FINDINGS THAT THERE EXISTS A POSITIVE RELATIONSHIP BETWEEN CRIME AND THE CONSUMPTION OF ALCOHOL. THE TREATMENT PROGRAM IS INITIATED UNDER THE PRETRIAL DIVERSION PROGRAM WHICH IS DESCRIBED IN THE REPORT. THE PRETRIAL FORM AND SCREENING METHOD TO DETERMINE THE TYPE AND EXTENT OF THE ALCOHOLIC DEFENDANT IS ADMINISTERED AT THE JAIL SITE BY A STAFF MEMBER OF THE DEPARTMENT OF COURT SERVICES. IF THE DEFENDANT IS ACCEPTED FOR RELEASE, A RECOMMENDATION WILL BE MADE TO THE COURT AND UPON ACCEPTANCE, THE DEFENDANT WILL BE REFERRED TO THE HARRISON HOSPITAL FOR A COMPLETE TEAM EVALUATION. A DESCRIPTION IS PRESENTED OF THE MEDICAL AND PSYCHIATRIC EXAMINATION. IF CONTINUED TREATMENT IS RECOMMENDED, THE DEFENDANT IS REQUIRED TO SIGN A RELEASE CONTRACT WITH THE COURT AND THE HOSPITAL AND AGREE TO SPECIFIC CONDITIONS. FAILURE TO MEET THESE CONDITIONS WILL RESULT IN REVOCATION OF BOND AND RETURN TO JAIL. THE PROGRAM WILL BE EVALUATED ON THE BASIS OF EFFECTIVENESS IN REDUCING CRIME AND COST EFFECTIVENESS.
