The Pretrial Services Program, which permits the pretrial release and supervision of certain arrested persons in Denver, is examined in terms of its cost effectiveness.
Abstract
The program makes it possible to release qualified individuals on personal recognizance at the first advisement of rights, which must occur within 24 hours of arrest. Before the program began in 1974, the process leading to pretrial release started 4 days after arrest, with release usually taking place 7 to 15 days after arrest. Everyone arrested on a felony matter in the city and county of Denver is now contacted by the program. The program has reduced both the numbers of defendants being held in jail and the length of time for which defendants are held. During fiscal year 1977, the program is expected to save over $400,000 in incarceration costs. The program has also reduced the time that a case is in the county court and the number of required court appearances for each defendant. The time required for bond reduction hearings has also been significantly reduced. Other benefits have included a reduction in the failure-to-appear rate and a reduced need for an additional courtroom to handle felony advisements and case filings. Early release has enabled accused persons to continue their employment. Data tables are included.
