Proceedings of a 1977 conference for West German directors of special police automobile theft units on thefts of and from motor vehicles are reported.
Abstract
The purpose of the conference is to investigate new possibilities for halting rises in rates of car thefts and thefts from cars. Participants are police officials from throughout West Germany. Presentations are devoted to methods used by international car theft rings to steal cars and smuggle them out of the country and methods of preventing such thefts; techniques used in car thefts, typical offenders, and means of disposing of cars; and special means of averting thefts from automobiles. Also covered are the relationship between car break-ins and the growth of Eurocheck fraud; specific techniques used to enter automobiles illegally and to modify automobile identification numbers; and the specific system of identification numbers used for Daimler-Benz automobiles. The final presentations discuss possibilities of collaboration between the West German Federal Transportation Agency and the police, and new technological systems for facilitating license number identification in traffic. A list of conference participants is supplied.
