This chapter proposes a strategy for reducing the impact and level of youth crime.
Abstract
The chapter considers the national policy context, proposes a methodology for addressing the problem at a local level and suggests a preventive framework that can be applied to high-crime locations. Its theme is prevention rather than rehabilitation. Therefore it concentrates on primary and secondary prevention (through strengthening the crime prevention capacity of community institutions) rather than preventing reoffending by convicted young offenders (through the criminal justice system). The approach described in this chapter is to strengthen three of the main influences on children and young people: family, school and community. The chapter addresses specific methods of preventing crime, such as reducing opportunities for criminal activities and preventive policing. In addition, it describes methods of preventing criminality, such as strengthening families, enhancing education and recreation, revitalizing communities and creating training and employment opportunities.
