LEGAL ACTIONS TAKEN BY THE UNITED NATIONS (UN) AND ITS SPECIALIZED AGENCIES TO COMBAT INTERNATIONAL TERRORISM ARE SUMMARIZED.
Abstract
THESE ACTIONS FALL INTO TWO CATEGORIES: THOSE DESIGNED TO TACKLE THE PROBLEM OF INTERNATIONAL TERRORISM AS A WHOLE AND THOSE THAT SINGLE OUT SPECIFIC KINDS OF TERRORIST ACTS OR VICTIMS OF SUCH ACTS TO MAKE THEM THE SUBJECT OF A PARTICULAR REGULATION. AMONG ACTIONS IN THE FIRST CATEGORY ARE THE FOLLOWING: (1) A DRAFT CODE OF OFFENSES AGAINST THE PEACE AND SECURITY OF MANKIND, PREPARED BY THE INTERNATIONAL LAW COMMISSION IN 1954; (2) THE DECLARATION ON PRINCIPLES OF INTERNATIONAL LAW CONCERNING FRIENDLY RELATIONS AND COOPERATION AMONG STATES IN ACCORDANCE WITH THE CHARTER OF THE UN, APPROVED BY THE GENERAL ASSEMBLY IN OCTOBER 1970; AND (3) THE WORK OF THE AD HOC COMMITTEE ON INTERNATIONAL TERRORISM. INCLUDED IN THE SECOND CATEGORY ARE THE FOLLOWING: A GROUP OF CONVENTIONS ADOPTED WITHIN THE FRAMEWORK OF THE INTERNATIONAL CIVIL AVIATION ORGANIZATION (CONVENTIONS REGARDING ACTS COMMITTED ON BOARD AIRCRAFT, UNLAWFUL SEIZURE OF AIRCRAFT, AND UNLAWFUL ACTS AGAINST THE SAFETY OF CIVIL AVIATION); THE CONVENTION ON THE PREVENTION AND PUNISHMENT OF CRIMES AGAINST INTERNATIONALLY PROTECTED PERSONS, INCLUDING DIPLOMATIC AGENTS (A 1973 GENERAL ASSEMBLY RESOLUTION); AND A 1976 GENERAL ASSEMBLY RESOLUTION ON THE DRAFTING OF AN INTERNATIONL CONVENTION AGAINST THE TAKING OF HOSTAGES. THE MAJOR PROVISIONS OF EACH OF THESE INSTRUMENTS, ARE SUMMARIZED, TOGETHER WITH THE AD HOC COMMITTEE'S ACCOMPLISHMENTS. (LKM)
