This manual is intended to guide police in England and Wales in establishing and using cost-effective improvements in burglary prevention and burglary detection, based on research findings of the Home Office Police Research Group and other sources; the text also encourages police agencies to develop strategies tailored to local circumstances.
Abstract
The text notes that residential burglary is the most feared form of crime. It emphasizes the need for an integrated police approach that combines the reactive approach of responding to burglary calls with the proactive approach of taking the initiative to prevent burglary. It defines the elements of a successful integrated approach as communication, information, and coordination; management and use of resources; monitoring and evaluation; and public satisfaction. Additional sections explain the steps in responding to burglary calls, including handling the initial call, visiting the scene, deciding whether to conduct further investigation, and protecting witnesses. Further sections discuss proactive approaches, including prevention activities such as interagency collaboration and Neighborhood Watch programs, intelligence collection and analysis through crime pattern analysis or other approaches, the recruitment and use of informants, surveillance, targeting, and other approaches to identifying and resolving problems.
