This article reports on the testing of a bar code technology for inmate identification and tracking by the Prince George's County (Maryland) Department of Corrections.
Abstract
The intent of the bar code system tested was to obtain basic identification data on each inmate; electronically scan and store at least one of the inmate's fingerprints; produce a color video image and a series of photographs for use in various formats, including an inmate arm band; and create a bar code for each inmate that would be used to track the inmate's movement and to conduct institutional counts. The plan was that when the inmate appeared for release, the release officer could use the system's output to ensure that the correct individual was being released. It could also be used to record each inmate's movement in and out of the housing area and to note other movements within the facility. The testing population was limited to one male housing unit and the entire female housing area. Inmates who participated in the test were issued bar-coded wristbands rather than the standard issue wristlet. Test findings were that the system requires additional staff and potential increases in work load. There was also a significant cost associated with testing the system. The test could not be completed due to continuing problems with faulty software and unreliable wristbands. Believing that the bar code technology has a place in the operation of correctional facilities, the Department of Corrections intends to release a request for proposals designed to attract vendors who can provide cost-effective technology.
