THIS TEXT IS DESIGNED FOR USE IN MANAGEMENT DEVELOPMENT PROGRAMS WITHIN POLICE AGENCIES AS WELL AS IN THE DAILY MANAGERIAL WORK OF POLICE SUPERVISORS AND MANAGERS.
Abstract
AN INTRODUCTORY CHAPTER DISCUSSES THE ROLE THAT THE POLICE SUPERVISOR OR MANAGER MUST PLAY. IT FOCUSES ON THE TYPES OF SKILLS THAT ARE NECESSARY IN COMMAND OFFICER JOBS, THE FUNCTIONS THAT SUPERVISORS AND MANAGERS MUST PERFORM, AND SOME OF THE CRITICAL DIFFERENCES BETWEEN EFFECTIVE AND INEFFECTIVE COMMAND OFFICERS. BASIC COMPONENTS OF PERSON-TO-PERSON COMMUNICATION AND COMMON BARRIERS TO THAT COMMUNICATION, TECHNIQUES OF CRITICISM AND PRAISE, AND THE EVALUATION OF EMPLOYEES' PERFORMANCE ARE ALSO EXAMINED. OTHER SECTIONS DEAL WITH ALTERNATIVE MANAGEMENT STYLES, FROM AUTOCRATIC TO HUMANITARIAN, AND THE IMPACT OF EACH OF THESE STYLES ON THE PERFORMANCE AND JOB SATISFACTION OF WORK GROUP MEMBERS; THE DYNAMICS AND IMPORTANCE OF INTERPERSONAL COMMUNICATION IN COMMAND POSITIONS; PRINCIPLES RELATED TO THE ESTABLISHMENT AND ENFORCEMENT OF EMPLOYEE WORK RULES (SETTING POLICY, DETERMINING PROPER PENALTIES FOR NONCOMPLIANCE, AND CONDUCTING INVESTIGATIONS AND DISCIPLINARY HEARINGS); AND METHODS FOR PREVENTING AND RESOLVING EMPLOYEE COMPLAINTS AND GRIEVANCES. THROUGHOUT THE TEXT, RELEVANT EXAMPLES FROM POLICE WORK ARE PROVIDED TO ILLUSTRATE AND CLARIFY THE PARTICULAR MANAGEMENT PRINCIPLE UNDER CONSIDERATION. DIAGRAMS, CHARTS, AND TABLES ARE PROVIDED WHERE APPROPRIATE. EACH CHAPTER IS FOLLOWED BY A LIST OF SELECTED READINGS AND A NUMBER OF DISCUSSION QUESTIONS REGARDING GENERAL PRINCIPLES AS WELL AS THE OPERATION OF A SPECIFIC ORGANIZATION. AN INDEX IS PROVIDED.
