AN OVERVIEW IS PRESENTED OF THE STRUCTURE, COMPONENTS, AND OPERATIONS OF THE CORRECTIONAL SYSTEM IN SWEDEN AS OF 1976.
Abstract
THE CENTRAL MANAGEMENT OF SWEDEN'S CORRECTIONAL SYSTEM IS CARRIED OUT BY THE NATIONAL PRISON AND PROBATION ADMINISTRATION'S TWO DEPARTMENTS: TREATMENT AND SECURITY; AND WORK AND EDUCATION. REGIONAL DIRECTORS ARE RESPONSIBLE FOR THE ADMINISTRATION AND COORDINATION OF INSTITUTIONAL AND NONINSTITUTIONAL TREATMENT IN REGIONS CONSISTING OF ONE OR MORE REMAND PRISONS PLUS SEVERAL LOCAL INSTITUTIONS AND PROBATION DISTRICTS. IN ADDITION, EACH INSTITUTION AND PROBATION DISTRICT HAS A SUPERVISION BOARD WHICH MAKES DECISIONS CONCERNING TREATMENT OF COMMITTED OFFENDERS AND PROVIDES A FORM OF INDEPENDENT INSPECTION OF THE CORRECTIONAL SYSTEM. THE NATIONAL INSTITUTIONS LIE OUTSIDE THE REGIONAL STRUCTURE. SINCE 1974, A COMPREHENSIVE REORGANIZATION OF THE SWEDISH CORRECTIONAL SYSTEM HAS BEEN UNDERWAY. REFORMS HAVE FOCUSED ON HANDLING OFFENDERS WITH MINIMUM DEPRIVATION OF LIBERTY AND ON MAXIMIZING THE USE OF COMMUNITY RESOURCES. IN ADDITION TO THE ORGANIZATION OF THE PRISON AND PROBATION SYSTEM, THE REPORT TOUCHES ON METHODS OF ALLOCATING PRISONERS TO INSTITUTIONS, WORK PROGRAMS, EDUCATION AND VOCATIONAL TRAINING, SENTENCING STATISTICS, FURLOUGHS, NONINSTITUTIONAL TREATMANT, TREATMENT INNOVATIONS, AND RECIDIVISM. IT IS NOTED THAT A DISTINCTIVE FEATURE OF THE PROBATION AND PAROLE PROGRAM IS THAT AUXILIARY WORKERS, UNDER THE GUIDANCE OF RELATIVELY FEW PROFESSIONAL, FULL-TIME PROBATION OFFICERS, HANDLE MUCH OF THE PERSONAL CONTACT WORK WITH CLIENTS.
