UPDATE OF A REPORT EXPLORING REASONS FOR IMPLEMENTATION OF PRISON GRIEVANCE PROCEDURES AND ANALYZING SELECTED PROCEDURES IN USE IN CERTAIN STATES AS WELL AS THAT USED BY THE US BUREAU OF PRISONS.
Abstract
THE TWO MAJOR BENEFITS TO BE DERIVED FROM THE INTRODUCTION OF AN INMATE GRIEVANCE PROCEDURE ARE IDENTIFIED AS THE CREATION OF A MORE STABLE AND REHABILITATIVE ATMOSPHERE IN THE INSTITUTION AND THE REDUCTION OF COURT CASELOADS. TWO MODEL ACTS PROVIDING FOR ADMINISTRATIVE INMATE GRIEVANCE PROCEDURES ARE DISCUSSED. GRIEVANCE PROCEDURES IN USE BY THE CALIFORNIA YOUTH AUTHORITY, ILLINOIS, KANSAS, MARYLAND, MINNESOTA, OREGON, VERMONT, WISCONSIN, AND THE US BUREAU OF PRISONS ARE DESCRIBED.
