Abstract
TWO CENTURIES OF PRISON RIOTS HAVE FOLLOWED A CONSISTENT PATTERN. RIOTS HAVE EVOLVED THROUGH SEVERAL PHASES EXPLOSION, ORGANIZATION, IN WHICH INMATE LEADERSHIP EMERGE, CONFRONTATION, WHEN FORCE IS APPLIED OR NEGOTIATION IS ATTEMPTED, TERMINATION OR SURRENDER, AND A REACTION AND EXPLANATION PHASE. HUMANITARIAN VALUES HAVE BECOME INCREASINGLY IMPORTANT IN CONTROLLING PRISON DISORDERS IN A DEMOCRATIC SOCIETY, AS THE SURVEY OF PUBLIC RESPONSE TO ATTICA ILLUSTRATES.
