This book describes penal law and correctional systems in both Eastern and Western European nations and then compares them with systems in Japan and the United States.

Abstract

Part 1 discusses the benefits of comparative analysis, the historical development of penal corrections, and current problems impeding reform. Part 2 presents overviews of penal systems in the following countries: West Germany, Austria, Switzerland, England and Wales, France, the Netherlands, the Scandinavian countries, East Germany, Poland, the Soviet Union, and Hungary. Each description covers legal foundations for corrections, correctional goals and responsibilities, prisoners' legal rights and judicial review of corrections, system organization, employment and advanced training, assistance for released prisoners, and evaluation and developmental tendencies. The same Format is used to describe the penal systems of Japan and the United States. The final section provides comparative analyses of these topic areas. A conclusion addresses the treatment versus custody conflict and future trends. References accompany each section. Tables and an index.
