BASED ON A STUDY OF THE FEDERAL CORRECTIONAL INSTITUTION AT TEXARKANA, TEXAS, THIS ARTICLE REVIEWS THE INMATE CLASSIFICATION PROCESS AND DISCUSSES METHODS OF REGULATION AND REVIEW OF CORRECTIONAL PROCEDURES.
Abstract
AN OUTLINE OF THE CLASSIFICATION PROCESS FROM DIAGNOSIS, CLASSIFICATION, AND TREATMENT TO RECLASSIFICATION AND TRANSFER DECISIONS IS PROVIDED. FOR EACH OF THESE STAGES, THE AUTHOR EXAMINES THE EFFECT OF THE PROCESS ON THE QUALITY OF THE INMATE'S LIFE AND HIS PROSPECTS FOR SUCCESSFUL POST-INSTITUTIONAL ADJUSTMENT. AN ANALYSIS OF THE CURRENTLY AVAILABLE METHODS FOR REGULATION AND REVIEW OF THESE PROCESSES IS PROVIDED. INCLUDED IN THIS DISCUSSION IS AN OVERVIEW OF THE STATUTORY REQUIREMENTS, SUGGESTIONS FOR ADMINISTRATIVE REGULATION, AND AN EXAMINATION OF THE POSSIBILITIES FOR JUDICIAL REVIEW. THE AUTHOR CONCLUDES THAT WHILE ADMINISTRATIVE REGULATION IS THE MOST FEASIBLE OF THESE ALTERNATIVES, THE COURTS MUST CONTINUE TO INTERVENE WHEN INTERNAL REGULATION FAILS.
