Annotation

This chapter presents the structure for the delivery of mental health services in the New York City correctional system and reviews the role of the New York City Department of Mental Health, Mental Retardation and Alcoholism Services in the planning, funding, and monitoring of these services.

Abstract

A review of the principles of the department with regard to assessment of jail mental health services reveals several underlying assumptions: there is a need for mental health services in the jail system; ongoing communications must be maintained between corrections officials and mental health officials; and mental health minimum standards provide the framework for the delivery of mental health programs as well as for planning and evaluation. Monitoring and evaluation also indicate that when both time and resources are limited, an emphasis on appropriate triage services -- including screening, crisis intervention, and appropriate referral procedures -- is an effective means of using mental health funds while providing necessary mental health services. An area of jail mental health services that requires development is discharge planning and case management after release. 14 references
