Priorities for prison operations in England and Wales between 1995 and 1998 focus on improving security, implementing a national framework of incentives for good behavior and hard work, controlling temporary release, and implementing an effective strategy in all prisons for detecting and dealing with drug abuse.
Abstract
Specific goals are to ensure that Category A prisoners do not escape, that the total number of escapes is at lease 25 percent lower than in 1995, that the prison population does not increase significantly above current projections, and the average cost per prisoner place does not exceed 24,000 pounds. The Prison Service is also committed to assessing and mininizing the prevalence of drug abuse, improving prison conditions, and measuring the effectiveness of programs to reduce reconviction rates. Efforts of the Prison Service are detailed that pertain to inmate privileges and discipline, temporary release, drug abuse, and escapes. Findings from inspections and reviews of several prisons are presented, and the importance of correctional reform related to prison discipline, young prisoners, and boot camps is discussed. Statistics on the prison population are provided that indicate and average of 48,800 people were in custody in 1994, 4,200 higher than in 1993.
