Abstract
PROBLEMS FOR FUTURE DEVELOPMENT IDENTIFIED INCLUDE THE NEED TO SEPARATE PRETRIAL DETAINEES AND CONVICTED OFFENDERS, CLASSIFICATION AND DIAGNOSIS OF OFFENDERS FOR TREATMENT PURPOSES, SEPARATE AND SPECIAL FACILITIES FOR JUVENILE OFFENDERS, AND THE ABOLITION OF SHORT SENTENCES (LESS THAN SIX MONTHS) IN FAVOR OF ALTERNATIVE MODES OF TREATING OFFENDERS.
