Abstract
THE AUTHOR ANALYZES THE PROBLEMS OF PRISONS AND INMATES AND OFFERS SUGGESTIONS AS TO HOW TO DEAL WITH THEM. HIS SOLUTIONS EMPHASIZE THE USE OF COMMUNITY-BASED PROGRAMS AND COMMUNITY RESOURCES AT ALL STAGES OF THE CRIMINAL JUSTICE PROCESS. HE POINTS TO THE FAILURE OF THE TRADITIONAL INSTITUTION TO EITHER DETER CRIME OR REHABILITATE CRIMINALS AND DISCUSSES THE ALTERNATIVE INSTITUTIONS AND PROGRAMS THAT HAVE BEEN DEVELOPED IN THE UNITED STATES, EUROPE, AND JAPAN.
