Abstract
THE STUDY ESTIMATES THE TRENDS IN RESOURCE ALLOCATION TO PUBLIC AND PRIVATE SECURITY AND DESCRIBES THE STRUCTURE, FUNCTIONING, AND PROBLEMS OF THE VARIOUS TYPES OF PRIVATE SECURITY FORCES. ITS POLICY-RELEVANT GOALS ARE TO EVALUATE, WHERE POSSIBLE, THE BENEFITS, RISKS, AND COSTS TO SOCIETY OF CURRENT PRIVATE SECURITY ARRANGEMENTS, AND TO DEVELOP AND EVALUATE ALTERNATIVE POLICY AND STATUTORY GUIDELINES FOR IMPROVING PRIVATE SECURITY, WITH PARTICULAR REGARD TO ROLES, OPERATION, CONDUCT, LICENSING AND REGULATORY STANDARDS, AND LEGAL AUTHORITY AND CONSTRAINTS.
