The Paint Creek Youth Center (Bainbridge, Ohio) operated by a nonprofit, private, community-based youth service organization--serves serious juvenile offenders using proven program components.
Abstract
Although operated by a private organization, the center has received Federal demonstration funds and private foundation funding. The Ohio Department of Youth Services pays per diem for program clients. The center serves up to 34 male juveniles aged 15-18 who have been convicted for first-degree or second-degree felonies. The central treatment approach is based on the concept of the positive peer community. The program is guided by a point-and-level system designed to give youth prompt, clear, and consistent feedback on their progress. It consists of earning behavioral points given by staff daily. Other important program components are family therapy, education, work, vocational training, drug treatment, and physical fitness and recreation. The average length of stay is 1 year. In the final phase of treatment, youth spend more time in the community and at their homes to facilitate reintegration. The center operates at an annual cost of $925,000. A Rand Corporation evaluation of the program will be completed at the end of 1988.
